ORA-06979: X.25 Driver: server cannot start oracle

ORA-06979: X.25 Driver: server cannot start oracle

Cause: The remote X.25 server was unable to start an ORACLE process on behalf of the client.

Action: Make sure permissions on the remote ORACLE program are correctly set. Contact your system administrator.
