ORA-19723: Cannot recreate plugged in read-only datafile string

ORA-19723: Cannot recreate plugged in read-only datafile string

Cause: The datafile is plugged in read only. It can not recreated.

Action: Use ALTER DATABASE RENAME FILE command instead.
